                              THE CALENDAR

  Mr. SCHUMER. Madam President, I ask unanimous consent that the Senate 
proceed to the en bloc consideration of the following Senate bills: 
Calendar No. 173, Calendar No. 261, and Calendar No. 262.
  There being no objection, the Senate proceeded to consider the bills 
en bloc.
  Mr. SCHUMER. I ask unanimous consent that the committee-reported 
substitute amendments, where applicable, be agreed to; that the bills, 
as amended, if amended, be considered read a third time and passed; and 
that the motions to reconsider be considered made and laid upon the 
table, all en bloc.
