                           Order of Procedure

  Mr. WELCH. Madam President, I ask unanimous consent that the cloture 
vote on the Richards nomination occur at 5:15 p.m. and that if cloture 
is invoked, all postcloture time be considered expired and the Senate 
vote on confirmation at a time to be determined by the majority leader, 
in consultation with the Republican leader.
