proceed to the immediate consideration of S. Res. 417, submitted 
earlier today; that at 1:45 p.m., the Senate vote on adoption of the 
resolution; that if the resolution is agreed to, the preamble be agreed 
to and the motions to reconsider be considered made and laid upon the 
table without intervening action or debate.
