  SA 1331. Mr. LEE submitted an amendment intended to be proposed to 
amendment SA 1292 proposed by Mr. Schumer (for Mrs. Murray) to the bill 
H.R. 3935, to amend title 49, United States Code, to reauthorize and 
improve the Federal Aviation Administration and other civil aviation 
programs, and for other purposes; which was ordered to lie on the 
table; as follows:

        At the appropriate place in division A, insert the 
     following:

     SEC. __. PROHIBITION ON USE OF FUNDS FOR THE MANAGEMENT OF 
                   THE GRAND STAIRCASE-ESCALANTE NATIONAL 
                   MONUMENT.

       None of the funds made available by this Act shall be used 
     by the Secretary of the Interior for the management of the 
     Grand Staircase-Escalante National Monument, except in 
     compliance with the document entitled ``Record of Decision 
     and Approved Resource Management Plans for the Grand 
     Staircase-Escalante National Monument'' and dated February 
     2020.
