  SA 1319. Mr. LEE submitted an amendment intended to be proposed to 
amendment SA 1292 proposed by Mr. Schumer (for Mrs. Murray) to the bill 
H.R. 3935, to amend title 49, United States Code, to reauthorize and 
improve the Federal Aviation Administration and other civil aviation 
programs, and for other purposes; which was ordered to lie on the 
table; as follows:

       At the appropriate place in division A, insert the 
     following:
       Sec. __.  None of the funds made available by this Act may 
     be used--
       (1) to carry out Socially Disadvantaged Applicant funding 
     under Farm Service Agency farm loan programs; or
       (2) for Department of Agriculture loan programs that use 
     race as a criteria for eligibility.
