  SA 1317. Mr. LEE submitted an amendment intended to be proposed to 
amendment SA 1292 proposed by Mr. Schumer (for Mrs. Murray) to the bill 
H.R. 3935, to amend title 49, United States Code, to reauthorize and 
improve the Federal Aviation Administration and other civil aviation 
programs, and for other purposes; which was ordered to lie on the 
table; as follows:

        At the appropriate place, insert the following:

     SEC. __. CIVIL PENALTY FOR FAILURE TO DISCLOSURE AGRICULTURAL 
                   FOREIGN INVESTMENT.

       Section 3(b) of the Agricultural Foreign Investment 
     Disclosure Act of 1978 (7 U.S.C. 3502(b)) is amended by 
     striking ``shall not exceed 25 percent'' and inserting 
     ``shall be equal to not less than 25 percent''.
