  SA 1310. Mr. LEE submitted an amendment intended to be proposed to 
amendment SA 1292 proposed by Mr. Schumer (for Mrs. Murray) to the bill 
H.R. 3935, to amend title 49, United States Code, to reauthorize and 
improve the Federal Aviation Administration and other civil aviation 
programs, and for other purposes; which was ordered to lie on the 
table; as follows:

        At the appropriate place, insert the following:

     SEC. __. PROHIBITIONS RELATING TO UKRAINE SECURITY ASSISTANCE 
                   INITIATIVE AND USE OF DRAWDOWN AUTHORITY.

       The Secretary of Defense may not use any funds appropriated 
     for the Ukraine Security Assistance Initiative to enter into 
     any contracts, or use any drawdown authority under section 
     506(a)(1) of the Foreign Assistance Act of 1961 (22 U.S.C. 
     2318(a)(1)), until all funds available for the replenishment 
     of United States stocks have been obligated.
