  SA 1300. Mr. HAGERTY submitted an amendment intended to be proposed 
to amendment SA 1292 proposed by Mr. Schumer (for Mrs. Murray) to the 
bill H.R. 3935, to amend title 49, United States Code, to reauthorize 
and improve the Federal Aviation Administration and other civil 
aviation programs, and for other purposes; which was ordered to lie on 
the table; as follows:

       At the appropriate place, insert the following:
       Sec. ___.  Amounts made available under section 101 of this 
     Act may not be used to reimburse non-Federal entities for 
     onward destination transportation or transportation from one 
     non-Federal entity to another non-Federal entity of 
     individuals encountered by the Department of Homeland 
     Security if any member of the family unit or an individual 
     has been convicted of a criminal offense or other immigration 
     violation, unless such transportation is operationally 
     necessary to facilitate a removal.
