  Mr. HAWLEY. Mr. President, had there been a recorded vote, I would 
have voted ``no'' on the confirmation of Executive Calendar No. 324, 
Thomas G. Day, of Virginia, to be a Commissioner of the Postal 
Regulatory Commission for a term expiring October 14, 2028.
