  SA 1289. Mr. VANCE submitted an amendment intended to be proposed by 
him to the bill H.R. 3935, to amend title 49, United States Code, to 
reauthorize and improve the Federal Aviation Administration and other 
civil aviation programs, and for other purposes; which was ordered to 
lie on the table; as follows:

        At the appropriate place, insert the following:

     SEC. __. PROHIBITION ON USE OF FUNDS FOR ADDITIONAL UNITED 
                   STATES PERSONNEL IN UKRAINE.

       None of the amounts appropriated or otherwise made 
     available by this Act may be made available for additional 
     United States personnel in Ukraine, including members of the 
     United States Armed Forces, direct hire personnel, or 
     contractors, to support, train, advise, or assist the armed 
     forces of Ukraine unless a declaration of war or a specific 
     statutory authorization for such use of the United States 
     Armed Forces or other personnel or contractors has been 
     enacted.
