Mr. SCHUMER. Mr. President, I move to proceed to Calendar No. 211,
H.R. 3935.

Motion to proceed to Calendar No. 211, H.R. 3935, to amend
title 49, United States Code, to reauthorize and improve the
Federal Aviation Administration and other civil aviation
programs, and for other purposes.

We, the undersigned Senators, in accordance with the
provisions of rule XXII of the Standing Rules of the Senate,
do hereby move to bring to a close debate on the motion to
proceed to Calendar No. 211, H.R. 3935, a bill to amend title
49, United States Code, to reauthorize and improve the
Federal Aviation Administration and other civil aviation
programs, and for other purposes.

Mr. SCHUMER. I ask unanimous consent that the mandatory quorum call
for the cloture motion filed today, September 21, be waived.
The PRESIDING OFFICER. Without objection, it is so ordered.
Mr. SCHUMER. Mr. President, I have just filed cloture to move forward
on FAA. As I have said for months, we must work in a bipartisan fashion
to keep our government open, avoid a shutdown, and avoid inflicting
unnecessary pain on the American people.
This action will give the Senate the option to do just that.
