  SA 1276. Mrs. SHAHEEN (for herself and Mr. Peters) submitted an 
amendment intended to be proposed to amendment SA 1092 proposed by Mrs. 
Murray (for herself and Ms. Collins) to the bill H.R. 4366, making 
appropriations for military construction, the Department of Veterans 
Affairs, and related agencies for the fiscal year ending September 30, 
2024, and for other purposes; which was ordered to lie on the table; as 
follows:

       In paragraph (3) of the matter under the heading 
     ``community development fund'' under the heading ``Community 
     Planning and Development'' under the heading ``DEPARTMENT OF 
     HOUSING AND URBAN DEVELOPMENT'' in title II of division C, 
     strike ``except that the formula shall use age-adjusted rates 
     of drug overdose deaths for 2021'' and insert ``except that 
     the Secretary shall use the average of age-adjusted rates of 
     drug overdose deaths and the average of national overdose 
     mortality rates for 2019, 2020, and 2021''.
