                           Order of Procedure

  Mr. SCHUMER. Madam President, I ask unanimous consent that the 
cloture motions filed during today's session ripen at 3:30 p.m.; that 
if cloture is invoked on the Brown nomination, all postcloture time be 
considered expired at 6:30 p.m.; finally, that if any nominations are 
confirmed, the motions to reconsider be considered made and laid upon 
the table and the President be immediately notified of the Senate's 
actions.
