  SA 1194. Mr. LEE submitted an amendment intended to be proposed to 
amendment SA 1092 proposed by Mrs. Murray (for herself and Ms. Collins) 
to the bill H.R. 4366, making appropriations for military construction, 
the Department of Veterans Affairs, and related agencies for the fiscal 
year ending September 30, 2024, and for other purposes; which was 
ordered to lie on the table; as follows:

       In the matter under the heading ``operations and research'' 
     under the heading ``National Highway Traffic Safety 
     Administration'' in title I of division C, strike the period 
     at the end and insert the following: ``: Provided, That none 
     of the funds made available under this heading may be used to 
     issue, implement, or enforce a new final rule relating to 
     corporate average fuel economy standards or fuel efficiency 
     standards.''.
