  SA 971. Mr. SULLIVAN (for himself and Ms. Murkowski) submitted an 
amendment intended to be proposed by him to the bill S. 2226, to 
authorize appropriations for fiscal year 2024 for military activities 
of the Department of Defense, for military construction, and for 
defense activities of the Department of Energy, to prescribe military 
personnel strengths for such fiscal year, and for other purposes; which 
was ordered to lie on the table; as follows:

       In subtitle D of title XXXI, add at the end the following:

     SEC. 31__. ADMINISTRATIVE EXPENSES FOR ALASKA NATURAL GAS 
                   PIPELINE ACT.

       From previously appropriated amounts available for 
     administrative expenses to make loan guarantees, the 
     Secretary of Energy may use any available unobligated funds, 
     regardless of the fiscal year for which such amounts are made 
     available, for the purpose of necessary administrative 
     expenses associated with carrying out the loan guarantee 
     program established in section 116 of the Alaska Natural Gas 
     Pipeline Act (15 U.S.C. 720n).
