  SA 957. Mr. SCOTT of South Carolina submitted an amendment intended 
to be proposed by him to the bill S. 2226, to authorize appropriations 
for fiscal year 2024 for military activities of the Department of 
Defense, for military construction, and for defense activities of the 
Department of Energy, to prescribe military personnel strengths for 
such fiscal year, and for other purposes; which was ordered to lie on 
the table; as follows:

       In subtitle D of title XXXI, add at the end the following:

     SEC. 31__. RESEARCH SECURITY.

       Section 10114(a)(3) of the Research and Development, 
     Competition, and Innovation Act (42 U.S.C. 18912(a)(3)) is 
     amended--
       (1) in subparagraph (D), by striking ``or'' at the end;
       (2) by redesignating subparagraph (E) as subparagraph (F); 
     and
       (3) by inserting after subparagraph (D) the following:
       ``(E) a State-owned enterprise of a country of risk; or''.
