  SA 146. Mr. TESTER submitted an amendment intended to be proposed by 
him to the bill S. 2226, to authorize appropriations for fiscal year 
2024 for military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

       At the appropriate place in title II, insert the following:

     SEC. 2__. IMPROVEMENTS TO AUTHORITY TO USE PARTNERSHIP 
                   INTERMEDIARIES TO PROMOTE DEFENSE RESEARCH AND 
                   EDUCATION.

       Section 4124(f) of title 10, United States Code, is 
     amended--
       (1) in paragraph (1)--
       (A) by striking ``head of the another'' and inserting 
     ``head of another''; and
       (B) by inserting ``or covered laboratory'' after ``Center'' 
     both places it appears; and
       (2) in paragraph (2)--
       (A) by striking ``In this subsection, the term'' and 
     inserting the following: ``In this subsection:
       ``(A) The term `covered laboratory' has the meaning given 
     the term `laboratory' in section 12(d) of the Stevenson-
     Wydler Technology Innovation Act of 1980 (15 U.S.C. 
     3710a(d)).
       ``(B) The term''; and
       (B) in subparagraph (B), as redesignated by subparagraph 
     (A)--
       (i) by striking ``or academic institutions that need'' and 
     inserting the following: ``or academic institutions--
       ``(i) that need'';
       (ii) in clause (i), as designated by clause (i) of this 
     subparagraph, by striking the period at the end and inserting 
     ``or covered laboratory; or''; and
       (iii) by adding at the end the following new clause:
       ``(ii) who can assist a Center or covered laboratory with 
     technology transition, either out of, or into the Center or 
     covered laboratory.''.
