Announcement by the Speaker Pro Tempore
The SPEAKER pro tempore (during the vote). There are 2 minutes
remaining.
{time} 1858
So (two-thirds being in the affirmative) the rules were suspended and
the bill was passed.
The result of the vote was announced as above recorded.
A motion to reconsider was laid on the table.
PERSONAL EXPLANATION
Mr. WILLIAMS of New York. Madam Speaker, after a routine doctor's
appointment found an important medical issue, I am now scheduled for a
minimally invasive surgical procedure this week. This will impede my
ability to vote. Had I been present today, I would have voted ``yea''
on rollcall No. 290, H.R. 1548 and ``yea'' on rollcall No. 291, H.R.
1096.
