  Mr. SCHUMER. Mr. President, I ask unanimous consent that the Senate

  There being no objection, the Senate proceeded to consider the bills 
en bloc.
  Mr. SCHUMER. I ask unanimous consent that the committee-reported 
amendments, where applicable, be considered and agreed to; that the 
bills, as amended, if amended, be considered read a third time and 
passed; and that the motions to reconsider be considered made and laid 
upon the table, all en bloc.
