MEASURE PLACED ON THE CALENDAR--H.R. 277
Mr. BENNET. Mr. President, I understand that there is a bill at the
desk that is due for a second reading.
The clerk will read the bill by title.
The legislative clerk read as follows:
A bill (H.R. 277) to amend chapter 8 of title 5, United
States Code, to provide that major rules of the executive
branch shall have no force or effect unless a joint
resolution of approval is enacted into law.
Mr. BENNET. In order to place the bill on the calendar under the
provisions of rule XIV, I would object to further proceeding.
