                          PERSONAL EXPLANATION

  Ms. JACKSON LEE. Mr. Speaker, I include in the Record at the 
appropriate time that I was unavoidably detained with an event with my 
local police officers and was not able to vote on the floor for H.R. 
1606, Veterans Entrepreneurship Training Act of 2023, roll call vote 
Number 272. If I had been present, I would have voted ``aye.''
