REGULATIONS FROM THE EXECUTIVE IN NEED OF SCRUTINY ACT OF 2023
The SPEAKER pro tempore. Pursuant to House Resolution 495 and rule
XVIII, the Chair declares the House in the Committee of the Whole House
on the state of the Union for the further consideration of the bill,
H.R. 277.
Will the gentlewoman from New York (Ms. Malliotakis) kindly take the
chair.

In the Committee of the Whole
Accordingly, the House resolved itself into the Committee of the
Whole House on the state of the Union for the further consideration of
the bill (H.R. 277) to amend chapter 8 of title 5, United States Code,
to provide that major rules of the executive branch shall have no force
or effect unless a joint resolution of approval is enacted into law,
with Ms. Malliotakis (Acting Chair) in the chair.

The Acting CHAIR. When the Committee of the Whole rose earlier today,
a request for a recorded on vote amendment No. 15 printed in part A of
House Report 118-108 offered by the gentleman from Texas (Mr. Roy) had
been postponed.

The Acting CHAIR. Pursuant to clause 6 of rule XVIII, proceedings
will now resume on those amendments printed in part A of House Report
118-108 on which further proceedings were postponed, in the following
order:

that Committee, having had under consideration the bill (H.R. 277) to
amend chapter 8 of title 5, United States Code, to provide that major
rules of the executive branch shall have no force or effect unless a
joint resolution of approval is enacted into law, and, pursuant to
House Resolution 495, he reported the bill, as amended by that
resolution, back to the House with sundry further amendments adopted in
the Committee of the Whole.
