  SA 15. Mr. SCHUMER proposed an amendment to the bill S. 316, to 
repeal the authorizations for use of military force against Iraq; as 
follows:

         At the end add the following:

     SEC. EFFECTIVE DATE.

       This Act shall take effect on the date that is 1 day after 
     the date of enactment of this Act.
