  Mr. HEINRICH. Mr. President, on February 13, 2023, I was unavoidably 
absent for rollcall vote No. 9. My absence was due to official duties 
in New Mexico that presented an unavoidable conflict. Had I been 
present, I would have voted yea on vote No. 9.
