        MEASURES READ THE FIRST TIME--S. 81, S. 82, and H.R. 300

  Mr. MURPHY. I understand there are three bills at the desk and I ask 
for their first reading.
  The PRESIDING OFFICER. The clerk will read the bills by title for the 
first time.
  The senior assistant legislative clerk read as follows:

       A bill (S. 81) to provide a moratorium on all Federal 
     research grants provided to any institution of higher 
     education or other research institute that is conducting 
     gain-of-function research.
       A bill (S. 82) to protect social security benefits and 
     military pay and require that the United States Government to 
     prioritize all obligations on the debt held by the public in 
     the event that the debt limit is reached.
       A bill (H.R. 300) to amend chapter 3 of title 5, United 
     States Code, to require the publication of settlement 
     agreements, and for other purposes.

  Mr. MURPHY. Madam President, I ask for a second reading and in order 
to place the bills on the calendar under the provisions of rule XIV, I 
object to my own request.
  The PRESIDING OFFICER. Objection is heard.
  The bills will be read for the second time on the next legislative 
day.
