                        Vote on Owens Nomination

  The question is, Will the Senate advise and consent to the Owens 
nomination?
  Ms. DUCKWORTH. Madam President, I ask for the yeas and nays.
  The PRESIDING OFFICER. Is there a sufficient second?
  There appears to be a sufficient second.
