Thursday, January 5, 2023
  The House met at noon, and was called to order by the Clerk.
  The Chaplain, the Reverend Margaret Grun Kibben, offered the 
following prayer:
  Silence all voices but Your own, O Lord. Quiet the cacophony of 
counsel and still the storms of dissent, that each of us would be able 
to hear You speak Your word to us this day.
  Humble our hearts that nothing we argue for or act upon would be out 
of selfish ambition or conceit. But in humility, may we empty ourselves 
in our service to You and to this Nation. With eyes of faith, may we 
look around this room that we would appreciate the country, which You 
have called each of us to serve, and dare to value it above our own 
interests.
  Protect us, that in this imbroglio of indecision we do not expose 
ourselves to the incursion of our adversary. Watch over the seeming 
discontinuity of our governance and the perceived vulnerability of our 
national security. Build Your hedge of protection against those who 
would take advantage of our discord for their own gain.
  And bless this country, that in the messiness that is democracy, we 
would discover and defend the reward of freedom it affords us.
  Then raise up among us a leader who has the faith to live into Your 
will, the hope to inspire and engender the trust of this body, and the 
love to serve You wisely in such a time as this.
  In You do we trust, and in Your name we pray.
  Amen.


                              The Journal

  The CLERK. The Chair has examined the Journal of the last day's 
proceedings and announces to the House her approval thereof.
  Representatives-elect are invited to join in the Pledge of 
Allegiance.


                          Pledge of Allegiance

  The CLERK led the Pledge of Allegiance as follows:

       I pledge allegiance to the Flag of the United States of 
     America, and to the Republic for which it stands, one nation 
     under God, indivisible, with liberty and justice for all.

                             Point of Order

  Ms. STEFANIK. Madam Clerk, I make a point of order that a quorum is 
not present.
  The CLERK. The gentlewoman makes a point of order that a quorum is 
not present. The Chair will count for a quorum. The Chair counts 311 
Members present. A quorum is present.
  The question recurs on the election of a Speaker. The tellers will 
please come forward to their seats.
