              STUDENT VETERAN EMERGENCY RELIEF ACT OF 2022

  Mr. HEINRICH. Mr. President, I ask unanimous consent that the Senate 
proceed to the immediate consideration of H.R. 7939, which was received 
from the House.
  The PRESIDING OFFICER. The clerk will report the bill by title.
  The senior assistant legislative clerk read as follows:

       A bill (H.R. 7939) to make permanent certain educational 
     assistance benefits under the laws administered by the 
     Secretary of Veterans Affairs in the case of changes to 
     courses of education by reason of emergency situations, and 
     for other purposes.

  There being no objection, the Senate proceeded to consider the bill.
  Mr. HEINRICH. I ask unanimous consent that the Moran substitute 
amendment at the desk be considered and

agreed to; that the bill, as amended, be considered read a third time 
and passed; and that the motion to reconsider be considered made and 
laid upon the table.
  The PRESIDING OFFICER. Without objection, it is so ordered.

  The amendment was ordered to be engrossed and the bill to be read a
