AMENDING THE NOT INVISIBLE ACT OF 2019
Mr. SCHATZ. Madam President, as in legislative session, I ask
unanimous consent that the Committee on Indian Affairs be discharged
from further consideration of S. 5087 and the Senate proceed to its
immediate consideration.

A bill (S. 5087) to amend the Not Invisible Act of 2019 to
extend, and provide additional support for, the activities of
the Department of the Interior and the Department of Justice
Joint Commission on Reducing Violent Crime Against Indians,
and for other purposes.
There being no objection, the committee was discharged, and the
Senate proceeded to consider the bill.
Mr. SCHATZ. I ask unanimous consent that the Schatz substitute
amendment at the desk be agreed to; that the bill, as amended, be
considered read a third time and passed; and that the motion to
reconsider be considered made and laid upon the table.

The amendment (No. 6556) in the nature of a substitute was agreed to,
as follows:

Strike all after the enacting clause and insert the
following:

SECTION 1. EXTENSION OF, AND ADDITIONAL SUPPORT FOR THE
ACTIVITIES OF, THE DEPARTMENT OF THE INTERIOR
AND THE DEPARTMENT OF JUSTICE JOINT COMMISSION
ON REDUCING VIOLENT CRIME AGAINST INDIANS.
(a) Extension of Commission and Activities of the
Commission.--Section 4 of the Not Invisible Act of 2019
(Public Law 116-166; 134 Stat. 767) is amended--
(1) in subsection (c)(2)(B), by striking ``18 months after
the enactment'' and inserting ``36 months after the date of
enactment''; and
(2) in subsection (e), by striking ``2 years'' and
inserting ``42 months''.
(b) Additional Support for Activities of Commission.--
Section 4(b) of the Not Invisible Act of 2019 (Public Law
116-166; 134 Stat. 767) is amended--
(1) in the subsection heading, by inserting ``; Operation''
after ``Membership''; and
(2) by adding at the end the following:
``(7) Gifts.--The Commission may accept and use gifts or
donations of services or property from Indian tribes or
Tribal entities, academic institutions, or other not-for-
profit organizations as it considers necessary to carry out
the duties of the Commission described in subsection (c).''.
The bill (S. 5087), as amended, was ordered to be engrossed for a
third reading, was read the third time, and passed.
