                  LOBBYING DISCLOSURE IMPROVEMENT ACT

  Mr. SCHUMER. Mr. President, I ask unanimous consent that the Senate 
proceed to the immediate consideration of Calendar No. 564, S. 4893.
  The PRESIDING OFFICER. The clerk will report the bill by title.
  The senior assistant legislative clerk read as follows:

       A bill (S. 4893) to amend the Lobbying Disclosure Act of 
     1995 to require certain disclosures by registrants regarding 
     exemptions under the Foreign Agents Registration Act of 1938, 
     as amended.

  There being no objection, the Senate proceeded to consider the bill, 
which had been reported from the Committee on Homeland Security and 
Governmental Affairs.
  Mr. SCHUMER. I ask unanimous consent that the bill be considered read 
a third time and passed and that the motion to reconsider be considered 
made and laid upon the table.

  The bill (S. 4893) was ordered to be engrossed for a third reading, 
was read the third time, and passed, as follows:

       Be it enacted by the Senate and House of Representatives of 
     the United States of America in Congress assembled,

     SECTION 1. SHORT TITLE.

       This Act may be cited as the ``Lobbying Disclosure 
     Improvement Act''.

     SEC. 2. REGISTRANT DISCLOSURE REGARDING FOREIGN AGENT 
                   REGISTRATION EXEMPTION.

       Section 4(b) of the Lobbying Disclosure Act of 1995 (2 
     U.S.C. 1603(b)) is amended--
       (1) in paragraph (6), by striking ``; and'' and inserting a 
     semicolon;
       (2) in paragraph (7), by striking the period at the end and 
     inserting ``; and''; and
       (3) by adding at the end the following:
       ``(8) a statement as to whether the registrant is exempt 
     under section 3(h) of the Foreign Agents Registration Act of 
     1938, as amended (22 U.S.C. 613(h)).''.
