  Mr. CARDIN. Mr. President, I ask unanimous consent that the Senate

all nominations on the Secretary's desk in the Coast Guard and Foreign 
Service; that the nominations be confirmed en bloc; that the motions to 
reconsider be considered made and laid upon the table with no 
intervening action or debate; and that the President be immediately
