                   Recognition of the Majority Leader

  The PRESIDING OFFICER. The majority leader is recognized.
  Mr. SCHUMER. Mr. President, I thank Senator Leahy for so many things 
he does, including his recent brief remarks a few minutes ago. We all 
know how much we are going to miss Senator Leahy in this body and what 
a tower of strength and accomplishment he has been. But we will

night at the retirement dinner.
