SA 5655. Mr. RISCH (for himself and Mr. King) submitted an amendment
intended to be proposed to amendment SA 5499 submitted by Mr. Reed (for
himself and Mr. Inhofe) and intended to be proposed to the bill H.R.
7900, to authorize appropriations for fiscal year 2023 for military
activities of the Department of Defense, for military construction, and
for defense activities of the Department of Energy, to prescribe
military personnel strengths for such fiscal year, and for other
purposes; which was ordered to lie on the table; as follows:
At the appropriate place, insert the following:
SEC. ___. SECURING ENERGY INFRASTRUCTURE.
Section 5726 of division E of the National Defense
Authorization Act for Fiscal Year 2020 (Public Law 116-92; 6
U.S.C. 189 note) is amended--
(1) in subsection (a)(2)--
(A) by striking ``means an entity'' and inserting the
following: ``means--
``(A) an'';
(B) in subparagraph (A) (as so designated), by striking the
period at the end and inserting ``; and''; and
(C) by adding at the end the following:
``(B) a manufacturer of critical digital components in
industrial control systems.'';
(2) in subsection (b)--
(A) in the matter preceding paragraph (1), by striking ``2-
year'' and inserting ``4-year''; and
(B) in paragraph (1), by striking ``(including critical
component manufacturers in the supply chain)'';
(3) in subsection (d), by striking paragraph (2) and
inserting the following:
``(2) Updated report.--Not later than 2 years after the
date on which funds are first disbursed under the Program,
the Secretary shall update the report submitted under
paragraph (1) and submit the updated report to the
appropriate congressional committees.''; and
(4) in subsection (h)--
(A) in paragraph (1), by striking ``$10,000,000'' and
inserting ``$20,000,000''; and
(B) in paragraph (2), by striking ``$1,500,000'' and
inserting ``$3,000,000''.
