EXTRADITION TREATY WITH THE REPUBLIC OF CROATIA
Mr. PADILLA. Madam President, I ask unanimous consent that
notwithstanding rule XXII, the Senate consider Calendar No. 4, treaty
document No. 116-2; that the treaty be considered as having advanced
through the various parliamentary stages up to and including the
presentation of the resolution of the advice and consent to
ratification; that any committee conditions, declarations, or
reservations be agreed to and applicable; that any statements be
printed in the Record as if read; further, that if the resolution of
ratification is agreed to, the motion to reconsider be considered made
and laid upon the table and the President be immediately notified of
the Senate's action.
The PRESIDING OFFICER. Without objection, it is so ordered.
The treaty will be stated.
The senior assistant legislative clerk read as follows:
Treaty document No. 116-2, Extradition Treaty with the
Republic of Croatia.
Mr. PADILLA. Madam President, I ask for a division vote on the
resolution of advice and consent to ratification.
The PRESIDING OFFICER. A division vote has been requested.
On treaty document No. 116-2, all those in favor, stand and be
counted.
All those opposed, stand and be counted.
On a division vote, two-thirds of the Senators present having voted
in the affirmative, the resolution of advice and consent to
ratification has been agreed to.
The resolution of ratification agreed to is as follows:
VIII. Text of Resolution of Advice and Consent to Ratification
(A) The U.S.-Croatia Extradition Agreement
Resolved (two-thirds of the Senators present concurring
therein),
SECTION 1. SENATE ADVICE AND CONSENT SUBJECT TO A DECLARATION
The Senate advises and consents to the ratification of the
Agreement between the, Government of the United States of
America and the Government of the Republic of Croatia
comprising the instrument as contemplated by Article 3(2) of
the Agreement

on Extradition between the United States of America and the
European Union, signed June 25, 2003, as to the Application
of the Treaty on Extradition signed on October 25, 1901 (the
``U.S.-Croatia Extradition Agreement''), signed at Washington
on December 10, 2019, (Treaty Doc. 116-2), subject to the
declaration of section 2.
SECTION 2. DECLARATION
The advice and consent of the Senate under section 1 is
subject to the following declaration: The U.S.-Croatia
Extradition Agreement is self-executing.
(B) The U.S.-Croatia Mutual Legal Assistance Agreement
Resolved (two-thirds of the Senators present concurring
therein),
SECTION 1. SENATE ADVICE AND CONSENT SUBJECT TO A DECLARATION
The Senate advises and consents to the ratification of the
Agreement between the Government of the United States of
America and the Government of the Republic of Croatia
comprising the instrument as contemplated by Article 3(3) of
the Agreement on Mutual Legal Assistance between the United
States of America and the European Union signed at Washington
on June 25, 2003 (the ``U.S.-Croatia Mutual Legal Assistance
Agreement''), signed at Washington on December 10, 2019,
(Treaty Doc. 116-2), subject to the declaration of section 2.
SECTION 2. DECLARATION
The advice and consent of the Senate under section 1 is
subject to the following declaration: The U.S.-Croatia Mutual
Legal Assistance Agreement is self-executing.
