                      UNANIMOUS CONSENT AGREEMENT

  Mr. CARPER. Madam President, I ask unanimous consent that there be a 
period of morning business for debate only until 4:15 p.m., with 
Senators permitted to speak therein for up to 10 minutes each, and that 
Senator Schumer be recognized at 4:15 p.m.
