reservation''.

At the end, add the following:
SEC. 4. RESERVATION.
The advice and consent of the Senate under section 1 is
subject to the following reservation: Article 5 of the North
Atlantic Treaty does not supersede the constitutional
requirement that Congress declare war before the United
States engages in war.
