                            VOTE EXPLANATION

  Mr. HAWLEY. Mr. President, had there been a recorded vote, I would 
have voted no on the confirmation of Executive Calendar No. 1058, Adair 
Ford Boroughs, of South Carolina, to be United States Attorney for the 
District of South Carolina for the term of four years.
