  SA 5076. Mr. SCHUMER proposed an amendment to the bill H.R. 3967, to 
improve health care and benefits for veterans exposed to toxic 
substances, and for other purposes; as follows:

       At the end add the following:

     SEC. __. EFFECTIVE DATE.

       This Act shall take effect on the date that is 4 days after 
     the date of enactment of this Act.
