  Mr. CARDIN. Mr. President, I ask unanimous consent that the Senate 
now proceed to the en bloc consideration of the following Senate 
resolutions, which were submitted earlier today: S. Res. 655, S. Res. 
656, S. Res. 657, and S. Res. 658.
  The PRESIDING OFFICER. Is there objection to proceeding to the
