       MEASURES READ THE FIRST TIME EN BLOC--H.R. 8 AND H.R. 1446

  Mr. BLUMENTHAL. Madam President, I understand that there are two 
additional bills at the desk, and I ask for their first reading en 
bloc.
  The PRESIDING OFFICER. The clerk will read the bills by title for the 
first time.
  The senior assistant legislative clerk read as follows:

       A bill (H.R. 8) to require a background check for every 
     firearm sale.
       A bill (H.R. 1446) to amend chapter 44 of title 18, United 
     States Code, to strengthen the background check procedures to 
     be followed before a Federal firearms licensee may transfer a 
     firearm to a person who is not such a licensee.

  Mr. BLUMENTHAL. I now ask for a second reading, and I object to my 
own request, all en bloc.
  The PRESIDING OFFICER. Objection having been heard, the bills will 
receive their second reading on the next legislative day.
