  Mr. MANCHIN. Madam President, I ask unanimous consent to print the 
following letter in the Congressional Record.
  There being no objection, the material was ordered to be printed in 
the Record, as follows:

         U.S. Senate, Committee on Energy and Natural Resources,
                                                      May 3, 2022.
     To the Secretary of the Senate:
       S. 455, a bill to designate and expand wilderness areas in 
     Olympic National Forest in the State of Washington, land to 
     designate certain rivers in Olympic National Forest and 
     Olympic National Park as wild and scenic rivers, and for 
     other purposes, having been referred to the Committee on 
     Energy and Natural Resources, the Committee, with a quorum 
     present, has voted on the bill as follows--
       On the question of reporting the bill favorably with the 
     recommendation that the bill be passed, 10 ayes to 10 noes.
       In accordance with section 3, paragraph (1)(A) of S. Res. 
     27 of the 117th Congress, I hereby give notice that the 
     Committee has not reported the bill because of a tie vote and 
     ask that this notice be printed in the Record pursuant to the 
     resolution.
