AMENDING TITLE 49, UNITED STATES CODE, TO ELIMINATE THE RESTRICTION ON 
   VETERANS CONCURRENTLY SERVING IN THE OFFICES OF ADMINISTRATOR AND 
      DEPUTY ADMINISTRATOR OF THE FEDERAL AVIATION ADMINISTRATION

  Mr. MURPHY. I ask unanimous consent that the Senate proceed to the 
immediate consideration of Calendar No. 317, S. 3785.
  The PRESIDING OFFICER. The clerk will report the bill by title.
  The senior assistant legislative clerk read as follows:

       A bill (S. 3785) A bill to amend title 49, United States 
     Code, to eliminate the restriction on veterans concurrently 
     serving in the Offices of Administrator and Deputy 
     Administrator of the Federal Aviation Administration.

  There being no objection, the Senate proceeded to consider the bill, 
which had been reported from the Committee on Commerce, Science, and 
Transportation.
  Mr. MURPHY. I ask unanimous consent that the bill be considered read 
a third time and passed, and that the motion to reconsider be 
considered made and laid upon the table.
  The bill (S. 3785) was ordered to be engrossed for a third reading, 
was read the third time, and passed, as follows:

       Be it enacted by the Senate and House of Representatives of 
     the United States of America in Congress assembled,

     SECTION 1. REMOVAL OF RESTRICTION ON VETERANS CONCURRENTLY 
                   SERVING IN THE OFFICES OF ADMINISTRATOR AND 
                   DEPUTY ADMINISTRATOR OF THE FEDERAL AVIATION 
                   ADMINISTRATION.

       Section 106(d)(1) of title 49, United States Code, is 
     amended by striking ``, a retired regular officer of an armed 
     force, or a former regular officer of an armed force''.
