  SA 5005. Mr. SCHUMER proposed an amendment to the bill H.R. 4521, to 
provide for a coordinated Federal research initiative to ensure 
continued United States leadership in engineering biology; as follows:

       At the end, add the following: ``This Act shall take effect 
     on the date that is 3 days after the date of the enactment of 
     this Act.''.
