  SA 4973. Mr. WHITEHOUSE (for himself, Mr. Wyden, Mr. Merkley, Mr. 
Markey, and Mr. Carper) submitted an amendment intended to be proposed 
by him to the bill H.R. 3076, to provide stability to and enhance the 
services of the United States Postal Service, and for other purposes; 
which was ordered to lie on the table; as follows:

       At the end of title II, add the following:

     SEC. 210. NEW VEHICLE ACQUISITIONS.

       (a) Definition.--In this section, the term ``zero-emission 
     vehicle'' means a vehicle described in section 88.1(b)(3) of 
     title 40, Code of Federal Regulations (or any successor 
     regulation).
       (b) Vehicle Acquisitions.--The Postal Service may not 
     acquire any vehicle that is not a zero-emission vehicle.
