  SA 4971. Mr. PAUL submitted an amendment intended to be proposed by 
him to the bill H.R. 3076, to provide stability to and enhance the 
services of the United States Postal Service, and for other purposes; 
which was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:

     SEC. __. ELIMINATION OF CAPS ON NONCAREER EMPLOYEES OF THE 
                   POSTAL SERVICE.

       (a) In General.--On and after the date of enactment of this 
     Act, any provision of an agreement (including a collective 
     bargaining agreement) that is in effect on the day before the 
     date of enactment of this Act and that limits the number of 
     noncareer employees of the Postal Service shall have no force 
     or effect.
       (b) Prospective Limitation.--The Postal Service may not 
     enter into an agreement (including a collective bargaining 
     agreement) on or after the date of enactment of this Act that 
     limits the number of noncareer employees of the Postal 
     Service.
