                     WASHINGTON'S FAREWELL ADDRESS

  Mr. SCHUMER. Madam President, first, I want to compliment Senator 
Leahy, our Senate pro tempore, for his wonderful reading of George 
Washington's Address. This is a tradition in the Senate, and I am very 
glad we are continuing it.
