               MEASURE PLACED ON THE CALENDAR--H.R. 4521

  Mr. SCHUMER. Madam President, before I get into my remarks, I have 
one bit of business. I understand there is bill at the desk that is due 
for a second reading.
  The PRESIDING OFFICER. The clerk will read the bill by title for the 
second time.
  The legislative clerk read as follows:

       A bill (H.R. 4521) to provide for a coordinated Federal 
     research initiative to ensure continued United States 
     leadership in engineering biology.

  Mr. SCHUMER. Madam President, in order to place the bill on the 
calendar--and this is H.R. 4521, the COMPETES Act that came over from 
the

House--under the provisions of rule XIV, I would object to further 
proceedings.
  The PRESIDING OFFICER. Objection having been heard, the bill will be 
placed on the calendar.
  Mr. SCHUMER. For the benefit of the public, that is done so we can 
actually move forward on the bill. In the arcane rules of the Senate, 
that is what we have to do.
