  SA 4901. Mr. LEE submitted an amendment intended to be proposed by 
him to the bill S. 3436, to require the imposition of sanctions with 
respect to entities responsible for the planning, construction, or 
operation of the Nord Stream 2 pipeline and their corporate officers 
and to apply congressional review under the Countering America's 
Adversaries Through Sanctions Act to the removal of sanctions relating 
to Nord Stream 2, and for other purposes; which was ordered to lie on 
the table; as follows:

       At the appropriate place, insert the following:

     SEC. __. CANCELLATION OF REVOCATION OF PERMIT FOR KEYSTONE XL 
                   PIPELINE.

       On and after the date of the enactment of this Act, section 
     6 of Executive Order 13990 (86 Fed. Reg. 7037; relating to 
     protecting public health and the environment and restoring 
     science to tackle the climate crisis) shall have no force or 
     effect.
