                  UNANIMOUS CONSENT AGREEMENT--S. 3122

  Mr. KAINE. Mr. President, I ask unanimous consent that if the Senate 
receives a message from the House of Representatives that it has passed 
a surface transportation authorization extension that is identical to 
the text of S. 3122 that the bill be considered read a third time and 
deemed passed and that the motion to reconsider be considered made and 
laid upon the table with no intervening action or debate.
