                              DEBT CEILING

  Mr. SCHUMER. Madam President, for the information of Members, I have 
a brief statement.
  I have some good news. We have reached an agreement to extend the 
debt ceiling through early December. It is our hope that we can get 
this done as soon as today.
  I yield the floor.
  I suggest the absence of a quorum.

  Mr. McCONNELL. Madam President, I ask unanimous consent that the
